The Bendigo Primary Care Centre is governed by a board whose six members oversee the management of the Centre. The Board currently comprises six members.

Joel Chibert

After having served as Monash University's group accountant from 2006, Joel Chibert was appointed Director, Research and Revenue Accounting services, in November 2010. As part of his responsibilities , Joel provides direction and operational leadership to the Research Accounting Services and Corporate Receivables teams, as well as the three Research and Revenue Accounting Service hubs located across the University's Australian campuses.

Joel currently has a number of other corporate Board appointments and holds a bachelor of Commerce from the University of Melbourne and is a member of the Institute of Chartered Accountants Australia (ICAA) and the Australian Institute of Company Directors (AICD).

Joelle Grover

Joelle is an experienced employment lawyer, with particular knowledge of discrimination law, conducting and advisingon workplce investigations,particulary in relatio to bullying, discrimination and harassment issues. she advises clients on complex discrimination proceedings in the Federal Court. Joelle also has significant experience in administrative law and has conducted several professional conduct investigations for referral to tribunal hearings in relation to health practitioners.

Joelle has practised in Australia and the Pacific region, anmd was previously responsible for the management and delivery of the national legal aid program in two small island states. Her case work involved civil litigation, human rights proceedings and appelate work. Joelle also conducted judicial review proceedings on administrative decisions of public entities, and acted as an advocate in superior courts and in tribunals administering customary law.

Andrew Collins

Andrew Collins was appointed Chief Financial Officer of Bendigo Health in October 2005. He has more than 20 years of experience in executive management within the health industry, spanning both the public and private sectors.
Private sector health experience included both profit and not for profit organisations. His working history prior to health was in manufacturing, retail, international trade and various other businesses.
Andrew believes that even after his experience in international trade where transactions were mainly in foreign currencies involving vessel chartering and extremely complex transactions in the tens of millions of dollars, health is by far the most complex and diverse industry there is.
At Bendigo Health, Andrew manages corporate support services, environmental services, finance, food services, payroll, salary packaging, performance reporting, procurement and supply. He also manages the annual budget, which is in excess of $300 million
